Norad contract to Pakistani weapons, drug transporter

A special report in the February 1993 issue of Development Today reveals that a Norwegian aid-financed contract to ABB Nera will benefit a Pakistan Army-controlled organisation known to be involved in transporting weapons and drugs.

The NOK 260 million mixed credit-financed contract was signed with the National Logistic Cell in Pakistan.

DT’s examination of communic-ations between the US State Department and the US Embassy in Islamabad reveals that NIC is “an army organisation" deeply involved not only in the transport of emergency food relief, but also weapons. There are strong indications that NIC has been used for the covert transport of heroin from the Northwest Frontier Province.

The NOK 89 million grant element of the mixed credit is twice the size of Norad’s aid programme in Pakistan.
