Swedish Social Democrats want more tied aid

A committee headed by former Minister Göran Persson calls for a larger proportion of Swedish development assistance to be conditional on recipients buying Swedish goods and services.

DT 7-8/93 reports that Persson’s group argues Sweden is losing out because other donors tie a larger part of their aid.

In fact, the article points out, this is mistaken. According to the OECD, 20 per cent of Swedish aid is tied to Swedish purchases, while the OECD average is 31 per cent. The more important figure, however, is the number of orders received by Swedish companies resulting from aid. Sida says about 50 per cent of Swedish bilateral aid ends up as orders with Swedish firms. Large industrial projects like Bai Bang in Vietnam and Kotmale in Sri Lanka are cases in point.
