Swedes to finance Chilean hyro dam rejected by Norad

The Swedish business aid agency BITS and Norad have taken opposite stances over a hydropower project in Chile. What seemed to be “no way!" in Norway was “no problem!" in Sweden. (See DT 9/93).

The key issue is the cumulative impacts of the Pangue Dam on the Bío Bío river. “The Norwegians assess the whole impact, while we just examine the part of the project that we finance," says Lars Liljeson at BITS. “We have studied only the affects of Pangue, and not the general environmental consequences should the project be enlarged."

Chilean environmentalists argue that Pangue will not function efficiently without the construction of another, larger dam upstream, Ralco. “Everybody knows this. Only BITS closes their eyes," says Juan Pablo Orrego of the Chilean NGO GABB.

The Norwegian turbine supplier Kværner Turbin first contacted Norad for possible financing of equipment for the Chilean dam. When Norad turned the company down, it turned to BITS, which soon agreed to grant a credit of SEK 225 million.
