New Swedish agency ‘Fenix’ rises from ashes

Too many cooks spoil the broth. That is part of why four Swedish aid agencies are being combined into one super-agency, dubbed “Fenix”. (See DT 21/94)

The four aid-financed agencies - SIDA, SWEDECORP (private sector), SAREC (research) and BITS (technical assistance) - are to be amalgamated by July 1995. The new agency is to be flexible, cost-efficient and have a clearer profile than its predecessors.

The committee planning the amalgamation concludes that all the agencies’ activities will continue, and the aid budget of SEK 13.4 billion will likely remain unchanged. One uncertainty is the fate of roughly 650 employees of the four agencies.

Not everyone is happy about the merge. Former Development Minister Alf Svensson worries that the unique competence of BITS and SWEDECORP will be lost in the future super-SIDA.
