Broken promises. Second Biobío dam in pipeline

Nordic aid financing of Pangue Dam on the Biobío River in Chile was based on assurances that it was a stand-alone project. Now the Chilean utility ENDESA has announced the start of survey work for a second dam, Ralco, to be commissioned in 2001. (See DT 8/95)

The new dam will optimise the generating capacity of the two aid-financed Kværner turbines at Pangue.

Development Today's investigation shows that both ENDESA and the supplier were fully aware that a second dam was in the works. Only the donors, Sweden and Norway, claimed to know nothing about Ralco. This allowed them to go ahead with the financing of Pangue without studying its cumulative environmental impacts.
