The problem of “humanitarian blur”
The risks for humanitarians have grown in the last decade; more than 200 UN civilian staff have been violently killed since 1992. Carol Bellamy of UNICEF laments the “blurring of lines" in Afghanistan and Iraq, and makes a plea for the independence of humanitarian organisations.
