Eligibility of bidders questioned in hydro evaluation
Three of the seven Scandinavian consultancies that bid for the Norad hydropower evaluation contract were initially considered ineligible because it was feared that team members were too closely tied to the Norwegian hydropower aid sector. An eighth, Vattenfall Power Consultant, was declared ineligible and did not submit a bid.
