Norwegian firms suspect World Bank of using secret blacklist

World Bank President Robert Zoellick has withdrawn the Bank’s investment from a small hydropower project, Bugoye in Uganda, claiming the participation of two Norwegian firms poses “an unacceptable level of reputational risk to the World Bank Group".

This marks the third time the World Bank pulls out of or blocks a hydropower project in Uganda involving Norwegian suppliers or investors due to integrity concerns.

Still, no Norwegian firms appear on the World Bank’s official blacklist of companies involved in corruption. Some Norwegian businesses now fear that the Bank is operating with an informal blacklist.
