Gambling on the Nile
The World Bank’s Inspection Panel has completed its investigation of the Bujagali Dam in Uganda. It rules that the project is expensive, environmentally damaging and risky for Ugandans. Bank management has ignored the panel’s conclusions, writes long-time critic of Bujagali Lori Pottinger.
