SADEV three years on. The elusive independence
The Swedish Agency for Development Evaluation (SADEV) was set up in order to ask uncomfortable questions about what the aid machine was delivering, instead of just fine tuning isolated parts of its oversized engine. Former SADEV evaluator Fredrik Rakar says SADEV has strayed from its mandate.
