No benchmarks for Africa in Norwegian White Paper

The Norwegian White Paper on development policy sets no clear goals for aid to least developed countries and Sub-Saharan Africa. Rather, it argues for more climate aid and support for fragile states.

It also paves the way for a more flexible use of development cooperation, consolidating the view of aid as a political tool that can finance a wide range of Norwegian initiatives on the global scene.
