Finnish Ministry staff pressured to tie aid

Foreign Ministry staff report that they feel pressured to give priority to aid projects that make use of Finnish personnel and technology. This is resulting in an increase in de facto aid tying.

Finnish Minister for Trade and Development Paavo Väyrynen’s deep involvement in detail is slowing down the decision-making process at the Foreign Ministry.
