Review of NVE support to Ethiopian Water Ministry

The Norwegian Agency for Development Cooperation (Norad) announces a tender for a mid-term review of the institutional capacity building support by the Norwegian Direct-orate for Water and Energy Resources (NVE) to Ethiopia’s Ministry of Water.

NVE’s support is part of an agreement worth NOK 135 million that was signed in 2009 (Dec 2009 - April 2012) between Norway and the Ethiopian Ministry of Finance and Economic Development. (See DT 18/10) It covers a technical feasibility study and a separate environmental and social impact assessment for two hydropower projects (Mandaya and Beko-Abo), as well as the capacity building programme between NVE and the Water Ministry. NVE has also assisted with procurement.

The sudden announcement by Ethiopian authorities of plans to build the Renaissance Dam in March 2011 made the Mandaya project redundant, and has put the Norwegian-financed project on hold for the past nine months.

This review will examine NVE’s role in activites over the past two years.
