Preparation of Finnish aid to Burma

The Finnish Ministry for Foreign Affairs is preparing a development cooperation programme for Burma. The ministry announces a tender for the planning of Finland’s support to Burma which aims to help with a peaceful transition through good governance, inclusive and equitable development and delivering concrete results keeping beneficiaries in focus.  

The ministry notes that tremendously rapid and positive reforms have resulted in a rapid increase in flows of Official Development Assistance (ODA).

In recent years, Finland has provided support to the on-going peace process and development in ceasefire areas. Finland plans to expand the scope of its development cooperation with Burma, starting in 2014. The main thematic focus will be good governance.

The objective of this assignment is to assess critically the proposed thematic and operational scope of future cooperation and propose recommendations based on the findings. The assessment will be made based on a thorough analysis on Burma’s ODA needs, existing development assistance, relevant policy frameworks in both countries and the resources available (financial and human).

The deadline for the submission of tenders is April 8, 2013.
