External monitoring of Somalia programme

Denmark is seeking a consultant to carry out an external monitor and evaluation function for its country programme in Somalia over the coming three years.  

The Danish Somaila country programme, 2015-2018, supports interventions in Puntland, Somali land and South Central Somalia. Due to the high levels of insecurity and threat in these areas, it is a requirement that the team develops M&E tools for assessing progress and impact in high risk areas and, where relevant, makes use of third-party monitoring teams.

The main objective of the assignment is to help ensure that the programme’s results are achieved as planned.

The scope of the services will include:

During the initial programme phase, to  help refine the results framework; over the life of the programme, to monitor, the effectiveness of the management arrangements, and develop tools to inform future country programme design in Somalia; provide strategic advice to embassy staff.

The contract is expected to include 1-2 full-time inputs and a number of short term inputs. The maximum budget for this contract is DKK 13 million. 

The deadline for the submission of tenders is December 1, 2015.
