Real-time evaluation of Mali programme

The Danish Foreign Ministry is tendering a consultancy assignment for a Real-Time Evaluation (RTE) of the upcoming country programme in Mali which extends from 2017 to 2022.  

Mali is a Danish priority recipient country in the Sahel region. Danish transitional aid has been given during 2015-2016. From next year, the budget for Mali will increase from DKK 175 million to DKK 325 million with focus on peace and reconciliation and good governance.

The purpose of the real-time evaluation is to provide independent evidence regarding the achievement of outcomes and regarding relevant changes in the programme context in relation to three key areas: (1) The Fund for Reconciliation and Resilience of Civil Society (FAMOC), (2) The Centre for Humanitarian Dialogue and (3) Decentralisation in Sikasso.

The evaluation period will follow the programme period. The team is expected to consist of two international and two national/regional experts.

The maximum budget for the assignment is DKK 3.4 million with an expected start date of September 2017.

The deadline for the submission of applications is January 3, 2017.
