Global health and SRHR help desk
Sida is tendering for a help desk function to assist headquarters and embassies in the complex field of global health and sexual and reproductive health and rights (SRHR).
In 2015, Sida’s health portfolio was worth SEK 1.5 billion with the largest bilateral portfolios in Zambia, South Sudan and Democratic Republic of Congo. Sida also has a team at the Embassy in Lusaka for the regional SRHR strategy for Africa.
Sida notes that following the Ebola epidemic, there is an increased understanding that health systems must be strengthened in order to be sustainable. But the global health architecture remains complex, uncoordinated and fragmented. While it is clear that there is need for a new governance architecture, if and how this will happen is still unclear.
The help desk function will provide support and expertise when Sida’s own in-house human resources are insufficient to effectively deliver on Sida’s mandate. Services can include portfolio and project reviews, technical support and expert advice on advocacy, dialogue and negotiations, as well as capacity development.
The suppliers of this framework agreement should have expertise in the following areas:
- Health systems and services, financing, design and management
SRHR, maternal health, contraception, HIV and AIDS, gender-based violence, access to safe abortion, LGBTI issues, menstrual hygiene
- Health equity, disease prevention, social determinents of health, consequences of disease and disability
- Global health agenda, including architecture and governance, multilaterals (GAVI, WHO, UNAIDS, Global Fund), civil society organisations, the Sustainable Development Goals.
