Tsunami led to sharp increase in direct purchase of relief supplies

Because of the tsunami catastrophe last December, the Swedish Rescue Services Agency had to set aside its normal procedure of procuring through competitive tendering. The result has been that 50 per cent of the agency’s total procurement in the past year has involved direct purchases.
