Norway holds back Africa aid to finance climate and refugees

Norway presents a record high aid budget and next year becomes the largest Nordic donor. But the government faces strong criticism for continuing to use aid to finance refugee facilities in Norway and reduction of CO2 emissions abroad.

Traditional aid loses out. And there are hardly any initiatives in the budget to mitigate the impact of the financial crisis in developing countries.
