Agonising over Sadev

There was a lot of bluster in a report from the Swedish Foreign Ministry - delivered just before the start of the Nordic summer - that recommended the closing down of the aid evaluation agency SADEV by December because of its failure to produce a single evaluation on the effects of aid in six years.
