MSF Norway: Time for a global needs index

Though Norway is the most generous humanitarian donor per capita, the Foreign Ministry has no systematic way of assessing needs. The result is that some crises are “over-funded” while others are absent from the Norwegian portfolio. MSF Norway proposes a global needs index to make decisions less political and more transparent.
