Report: Aid system fails to offer proper security and direct funding to humanitarians along Ukraine frontlines

Security funding should be ringfenced, and generic HEAT courses should be replaced with training that addresses threats from drones and electronic warfare, according to a new report about humanitarian aid in Ukraine. Only 1 per cent of funds have gone directly to Ukrainian actors who bear the highest risks, an “operational inefficiency and ethical failure.”
